原预期短期内没那么快出台的FCC SDoC 产品认证程序，已于11月2日经FCC 更新了FCC 通信法规2.906 章节，确认了非意图发射的设备自11月2日起即可采用此程序来宣告生产的产品符合FCC 技术标准的要求，这对于制造商及进口商来说都是一大利好。
认识SDoC
SDoC 是Supplier’s Declaration of Conformity 的简写，其融合了现行DoC 及 VoC的认证程序，不需要在和美国签署或未和美国签署MRA国家的FCC 认证实验室来做测试报告，只须美国当地的制造商，进口商或经销商来出具SDoC 宣告函即可。若厂商要以认证(Certification)程序来申请也是允许的。
§2.906 Supplier's Declaration of Conformity.
(a) Supplier's Declaration of Conformity (SDoC) is a procedure where the responsible , as defined in §makes measurements or completes other procedures found acceptable to the Commission to ensure that the equipment complies with the appropriate technical standards. Submittal to the Commission of a sample unit or representative data demonstrating compliance is not required unless specifically requested pursuant to §2.945.
(b) Supplier's Declaration of Conformity is applicable to all items subsequently marketed by the manufacturer, importer, or the responsible that are identical, as defined in §to the sample tested and found acceptable by the manufacturer.
(c) The responsible may, if it desires, apply for Certification of a device subject to the Supplier's Declaration of Conformity. In such cases, all rules governing certification will apply to that device.
实施日期
SDoC 11月2日即可接受。
VoC 及DoC 宣告方式将于2018年11月2日起停止适用。这段过渡期仍可采用 DoC 或 VoC 认证程序或使用 SDoC 认证程序。
TRANSITION PERIOD
Radio frequency devices that would have been considered eligible for authorization under either the verification or Declaration of Conformity procedures that were in effect prior to Novembermay continue to be authorized until Novemberunder the appropriate procedure in accordance with the requirements that were in effect immediately prior to NovemberFor a copy of the 2016 rules that specified the verification and Declaration of Conformity procedures
那些产品适用 SDoC
可依SDoC 程序做测试报告的产品为非意图发射的设备，例如：开关电源、LED 灯泡、接收机及电视机接口产品…等等，但含 RF 模块的组合性产品仍须依 ID 认证程序来申请认证。
对厂商的影响
1.减轻了繁琐的进口声明要求
2.允许现有DoC或VoC宣告的产品使用或不使用FCC 标志，也允许使用电子标签减轻厂商的成本
3.增加厂商对测试实验室的选择性
