2018年以来，与阿尔及利亚有贸易往来的企业基本会遇到一个问题，阿方客户要求1个新单证『The certificate of free marketing 阿尔及利亚自由销售(市场)证明』，全称“The Certificate of free-marketing in the country of origin and / or provenance of products exported to Algeria”。
这份证明源于阿尔及利亚商务部出台的新规，对中国出口至阿尔及利亚的货物要求提供原产国有权机构盖章的“自由市场证书”(The Certificate of Free Marketing in the Country of Origin)，在阿方银行备案后方可获得其为中国企业开具的信用证。
中国贸促会及其授权分支会，将对企业出具的“自由市场证书”一律以商事证明书的认证方式出证。
当阿尔及利亚客户发来类似如下邮件内容时，不必惊慌，意思正是要你提供自由销售（市场）证明。
1、The certificate of free marketing concerns all products and merchandise (sale in state or operation);
2、the operator presenting the phytosanitary certificate or veterinary certificate or a technical authorization or an import license is exempt from providing this certificate;
3、the attestation is required for each request domiciliation;
4、 The certificate must be issued by a public body (Generally the Chamber of Commerce, private certification offices such as VERITAS are excluded;
5、 the certificate must be stamped and stamped by the authority and printed on the head of the organization;6- the original copy of the certificate must be given to the bank during the domiciliation;
关于阿尔及利亚自由销售(市场)证明如何办理，贸促会今天明确出具了申办说明，现为大家整理出来方便后续申办。
所需材料：
1.《商事证明书申请表》一份(表一)。
2.《授权签字印章声明函》一份(表二)。
3.提交《营业执照》原件审核，复印件一份(加盖公章)留底，首次认证提供。
4.提交《对外贸易经营者备案登记表》或《外商投资企业批准证书》或其他有效主体资格证件原件审核，复印件一份(加盖公章)留底，首次认证提供。
5.阿尔及利亚自由销售(市场)证明一式两份。
6.其他要求如下：
（1）需提供产品的海关编码(HS CODE)确定出口监管条件，以监管条件说明提供相应佐证，无监管条件的无需相应佐证。
（2）需审核文件里关于标准一栏的表述，以填写的内容为准提供对应佐证(一般为标准证书或检测证明等)，如无对应标准可不填，亦无需提供对应佐证。
（3）文件内容里凡是有工厂信息表述的，须同时提供工厂营业执照复印件一份。
（4）必要时，需提供国内采购合同、外销合同、报关单等。
